    The news of a teenage girl who committed suicide in Daejeon, another teenage girl infected with AIDS in Yongin and yet another teenager murdered by a pedophile – the so called ‘molar daddy’ case - sent shockwaves throughout the whole country. The sexual harm drove her to death in the end. And police are not blameless. While interrogating, the police officers asked ‘were you not the one who chose to date a 20 something guy?’. In the view of grooming, however, it becomes clear that the victimized student was induced by the adult offender.


    Grooming is a process by which sex offenders target the victims, win their favor, gain their trust and do other things to befriend the victims, ultimately to sexually abuse them. The term grooming has been established in numerous countries across the globe in a detailed manner to prevent the act by having and executing the related laws. (63 countries have the legislation specific to online child grooming for sexual purposes and enforce it.)


    ECPAT Korea is going to hold a forum on child sexual ’grooming’ based on studies and surveys conducted on its own. The forum aims at reflecting the human rights and perspectives of minor victims in child sexual exploitation cases to rigorously punish the perpetrators. The studies analyzed sexual violence counselling cases undertaken between the beginning of 2014 and June 2017. The surveys involving 489 elementary school students and 609 middle school students were carried out to find out how many children are at risk of being groomed or already receiving grooming online. With those materials and experts from a variety of fields including a judge, prosecutor and lawyers, Tacteennaeil hosts a forum on grooming.


    According to the analyses of the ECPAT Korea(Tacteennaeil) Child and Youth Sexual Victim Counselling Center, sexual assaults followed by grooming amounted to 43.9 percent. The most dominant victim ages at the time of harm were between 14 and 16(44.1 percent). The second largest group was aged between 11 and 13 (14.7 percent). The youngest group aged between 6 and 10(14.7 percent) was equally at risk of grooming. The high percentage indicated that younger children are not safe from perpetrators.


    Assault and threat, which are two of the most predictable elements that constitute a sex crime, stood at 20.6 percent. The more prevalent elements were the difficulty of resistance/incapability of resistance (23.5 percent). The use of fraudulent means (misleading, deceiving, taking advantage of the victim's vulnerable psychological status) or force accounted for 17.6 percent. Excluding all above elements, it turned out that a whopping 41.1 percent were sexually victimized via grooming related tactics.


    The findings from ECPAT Korea revealed that grooming victims are much more prone to long-term and repeated sexual harm. Persistent offline grooming victims reached an astounding 95.5 percent. The harm of online grooming, however, is too serious to be overlooked according to the research from abroad. This has been covered by the ECPAT study.

    A research team from Middlesex University showed that perpetrators online introduced sexual topics in three minutes. Also, eight minutes were enough for them to form a bond with child victims.  


    A panel discussion will include Judge Lim Soo-hee at the Seoul Southern District Court, Dr. Bae Seung-min at Gachon University of Medicine and Science, Head of Onsesang Law Firm Lawyer Kim Jae-ryeon and Chief Prosecutor Park Eun-jeong at the Seoul Eastern District Court among other professionals in the legal profession, and police, child and youth experts. There are high expectations that this forum will have implications on new laws and the direction of training on experts in a variety of fields.   


    Each attendant is provided with the book containing the analyses of sexual victim counselling cases, survey on grooming and global legislation specific to grooming. The statistical analyses were based on the counselling cases undertaken by ECPAT Korea’s Sexual Victim Counselling Center. The survey involving 1,098 elementary and middle school students asked about “Adolescents’ Online Use and Their Experience of Sexual Violence Online”. The overseas grooming legislation part provides a collection of online grooming laws enacted in foreign countries and their articles, online grooming victimization cases abroad, the prevention measures that foreign companies and judicial systems have taken.
