엑팟코리아가 참석했던 2017 아시아아동인권연대회의 내용 공유드립니다. 

특히 이번 회의에서는 청소년기에 부모가 된 아동청소년에 대한 정책 연구 세션에서

탁틴내일 성문화센터의 교육프로그램이 여성은 물론 남자 아동까지를 함께 교육하고 있으며

기초적이고 생물학적 관점의 성교육부터 젠더 감수성까지를 포괄하는 

프로그램이라는 점에서 주목할만한 프로그램으로 추천되기도 했습니다.

Child Rights Coalition Asia (CRC Asia), through the support of Plan International and Save the Children, gathered 63 individuals (39 participants, 15 speakers and reactors, and secretariat staff) from 20 countries for the four-day Asia-Pacific Partnership Meeting of Child Rights Coalitions and Networks on 1-4 July 2017 in Bangkok, Thailand. The delegates included representatives from the United Nations Committee on the Rights of the Child, sectoral bodies of the Association of Southeast Asian Nations, South Asia Initiative to End Violence against Children, national human rights institutions, national child rights coalitions and networks in Asia-Pacific, and CRC Asia member organizations.

플랜 인터내셔널과 세이브더칠드런의 지원을 통해 아시아아동인권연대(CRC 아시아) 주최로 태국 방콕에서 2017년 7월 1일에서 4일까지 나흘 동안 열린 아동인권연대 아시아 태평양 파트너십 회의에 20개국 출신 63명이 참석했다(참가자 39명, 연사 및 리액터(reactors) 15명, 사무국 직원 9명). 참가자에는 유엔아동권리위원회, 동남아시아국가연합 분야 조직(sectoral bodies), 아동폭력근절 남아시아 이니셔티브, 태국 인권단체, 태국 아동권리연합 및 아시아-태평양 네트워크 그리고 CRC아시아 회원 기관들이 포함되었다.

The meeting is a continuing effort of CRC Asia to facilitate a venue for collaboration and cooperation for national coalitions and networks for the realization of the rights of the child, including the child’s right to protection. It aims to:

1. Improve knowledge on emerging child rights issues and situations, particularly those related to violence against children,

2. Develop plans for collaboration on child rights advocacy, and

3. Engage with the ASEAN sectoral bodies in the identification of implementation of child protection initiatives in Southeast Asia.

이번 회의는 아동권리 보호를 비롯한 아동권리 실현을 위한 국가적 연합과 네트워크의 협업의 장을 도모하기 위한 CRC아시아의 지속적 노력의 일환이다. 지향점은 다음과 같다.

1. 새롭게 떠오르는 아동권리 문제와 상황에 대한 지식을 증진시키고

2. 아동권리 옹호를 위한 협력 계획을 개발하고

3. 동남아시아의 아동보호 이니셔티브의 실천 상황을 알아보기 위해 동남아시아국가연합 분야 조직(sectoral bodies)과 협력한다.

The meeting was divided into eight sessions, composed of workshops, presentations, reactions, and open forums. In between the sessions, the participants also had the opportunity to introduce their coalition/network/organization by answering the question,

“What is your coalition/network/organization most proud of?”

워크샵, 프레젠테이션, 리액션, 공개 토론회로 구성된 이번 회의는 8개 세션으로 진행되었다. 세션 중간마다 참가자들은 자신이 대표하는 연합/네트워크/기관에 대해 “자신의 연합/네트워크/기관에 대해 가장 자랑스러운 점은?”과 같은 질문에 답을 하며 소개하는 기회를 가졌다.

In Session 1: A Stronger Child Rights Community in Asia, the participants were asked to talk about the challenges they face in carrying out their work, their means of engaging the children and the basic sectors, and the implications of all these in building a stronger community for children in Asia-Pacific.

세션1

아시아의 더욱 견고한 아동 인권 커뮤니티. 참가자들은 업무 시행 과정에서 맞닥뜨리는 어려움에 대해, 아동과 기초 분야(basic sectors)를 연계하는 수단, 아시아 태평양 지역에서 더욱 강력한 커뮤니티 구축에 있어 위의 어려움과 수단들이 미칠 영향에 대해 질문을 받았다.

The Session 2: Child Trafficking focused on presenting the salient features of the ASEAN Convention against Trafficking in Persons, Especially Women and Children (ACTIP) and the regional overview of child trafficking in South Asia.

The presentations and discussions on Session 3: Child Participation revolved around the

efforts of the ASEAN in upholding the children’s right to be heard, including the ASEAN Children’s Forum and the Baseline Study on the Status of Child Participation in ASEAN and Member States.

세션3 프레젠테이션과 토론

아동의 참여는 동남아시아국가연합의 아동의 의견이 반영될 권리 지지 노력이 중심이 되며 이 같은 노력에는 동남아시아국가연합과 회원국의 아동참여 상태에 대한 동남아시아 아동 포럼 및 기초 조사 등이 포함됨.

Session 4: Children during Adolescence focused on the salient features of the UN Convention on the Rights of the Child General Comment No. 20 on the implementation of the rights of the child during adolescence, as well as on the intergenerational impact of teenage pregnancy and the rights-based approach to care of the pregnant adolescent.

십대임신의 세대간 영향, 임신한 청소년의 돌봄에 있어 권리 기반 접근뿐 아니라 청소년기의 아동들은 청소년기 아동의 권리 이행에 관한 유엔 아동권리헌장 일반논평 20번의 가장 중요한 특징에 초점을 둔 청소년기 아동.

For Session 5: Indigenous Children, the discussion focused on the human rights concerns and responses on the Aboriginal and Torres Strait Islander Children in Australia, including the five elements of the child placement principle.

토착민 아동, 인권문제 우려에 초점을 맞춘 토론과 호주의 원주민(어보리진)과 토레스 해협 원주민 아동에 대한 대응, 아동 배치 원칙(child placement principle)의 5가지 요소 포함

In Session 6: Children in Emergencies, good practices were shared on ensuring child protection during the responses in Typhoon Haiyan in Bay Leyte in the Philippines and the 2015 Earthquake in Nepal.

필리핀 레이테만의 태풍 하이얀과 2015년 네팔의 지진 대응 기간 동안 아동 보호확립을 위한 위기 상황의 아동, 좋은 사례들이 공유되었다.

Session 7: Open Space Workshop provided opportunity for participants to discuss their own child rights issues or concern. The eight topics discussed during the workshop included adolescence and parenting; birth registration; child rights and business principles; child trafficking; peace and tolerance; child rights in the parliament; child participation; and Speak! Campaign.

세션7

열린 공간 워크샵(Open Space Workshop)에서는 참가자들이 자신이 담당하는 아동인권문제와 우려에 대해 토의의 장이 형성되었다. 워크샵에서 토론한 8개 주제로는 청소년기와 부모의 자녀 양육, 출생신고, 아동권리 및 비즈니스 원칙, 아동 인신매매, 평화와 관용, 의회에서의 아동권리, 아동참여 및 Speak! 캠페인이 있었다.

For Session 8: Planning, advocacy points, actions, and recommendations were identified from the topics during the Open Space Workshop and the thematic sessions of the past four days. Agreements/recommendations during this session include strengthening links and partnerships with various groups, including exchange of information; capacity building of child rights coalitions and networks, particularly on child participation and children’s right to health during adolescence; continuous advocacy at the regional, national and local levels; and strategic promotion of children’s rights.

세션8

계획 수립, 옹호(advocacy) 포인트, 활동, 권고사항들을 열린 공간 워크샵(Open Space Workshop) 및 지난 나흘 동안의 주제별 세션 동안 알아보았다. 이 세션 동안 이루어진 협의/권고사항에는 정보 교환, 아동 참여와 아동의 청소년기 건강권에 초점을 둔 아동 권리 연대 및 네트워크 역량 강화, 지역적∙국가적∙현지 수준에서의 지속적인 옹호 활동, 아동 권리의 전략적 증진 등의 활동과 같은 다양한 그룹들과 연대 및 파트너십 강화를 포함한다.
