그러나 국회 본회의에서 김삼화 의원은 "'신문 등의 진흥에 관한 법률'에 따르면 인터넷신문사업자 등은 청소년보호책임자를 지정·운영하도록 하고 있는데 많은 인터넷 신문사업자가 이를 이행하지 않고 있다"면서 "청소년보호책임자를 지정·운영하고 있는 신문만을 이 법에 따른 유해매체물 심사 대상이 되는 매체물에서 제외하도록 함으로써 인터넷신문을 통한 유해정보로부터 청소년을 보호할 수 있도록 하려는 것"이라고 설명했다.

<Harmful Media Content on Online Newspapers Will be Censored>

Online newspapers are going to be censored to protect youth from harmful information according to the amended Juvenile Protection Act. Proposed by Kim Sam-wha of the People’s Party and passed in the National assembly on 24 November this year, the modification is a long-awaited achievement since ECPAT Korea and the GSGT(Good Students and Good Teachers) began urging assembly members to amend the law for a safer youth media environment by proposing policies and waging campaigns. The two organizations held the 2017 Clean Media Conference (http://www.tacteen.net/ep_sub0301/337996) in August, which involved students and teachers from several Asian countries as well as South Korea.

During the regular session, Kim Sam-wha said “Online newspaper providers are obliged to designate a person protecting youth against harmful content according to the Act on the Promotion of Newspapers, etc. But they hardly comply. To effectively protect children and young people online, only compliant online newspapers will be exempted from censorship.”
